略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">（二）成交出让价款须在《国有建设用地使用权出让合同》约定的10天内缴清；竞得人所交的竞买保证金由四会市自然资源局通知肇庆市公共资源交易中心四会分中心转为地价款，成交出让价款的20%作为本次签订的《国有建设用地使用权出让合同》约定的定金金额。不能按时支付国有建设用地使用权出让价款的，自滞纳之日起，每日按延迟支付款项的1‰向出让人缴纳违约金。所有款项以人民币结算并支付。竞得人缴清全部成交出让价款后，方可申请办理《不动产权证书》。
略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">（三）确定竞得人后，竞得人须以在四会***成立的具有法人资格的公司签订《拍卖成交确认书》和《国有建设用地使用权出让合同》；如属外资，须以在肇庆市市场监督管理局***成立且住所地在四会市境内的具有独立法人资格的公司签订《拍卖成交确认书》和《国有建设用地使用权出让合同》。公司设立可以通过四会市行政服务中心窗口、广东省政务服务网、粤省事、粤商通等途径提交申请。申请资料齐全，符合法定形式的，自受理业务开始即日内可完成工商预登记（所需资料详见附件）。
略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">（四）确定竞得人后，竞得人须在5个工作日内签订《拍卖成交确认书》，签订《拍卖成交确认书》后5个工作日内与出让方签订《国有建设用地使用权出让合同》。逾期不签订或拒绝签订《拍卖成交确认书》、《国有建设用地使用权出让合同》的，保证金不予退还。

略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">中华人民共和国境内外的法人和其他组织，除法律、法规另有规定外，均可申请参加竞买。本次竞买只接受单独申请，不接受联合申请。

略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">（一）该宗用地准入产业类别为生物化学农药及微生物农药制造，项目投资强度不低于300万元/亩、年产值不低于450万元/亩、年创税不低于30万元/亩，其他要求由地块竞得人按其与四会市人民政府签订的招商引资投资协议约定执行。

略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">五、该宗地块竞买保证金的到账截止时间为略略略略年略略月略略日17时00分（以网上交易系统接收的银行到账时间为准）。

略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">（一）本次国有建设用地使用权拍卖出让通过广东省公共资源交易平台网上交易系统接受竞买申请和报价，不接受电话、邮寄、书面、电子邮件、传真、口头等其他形式的竞买申请和报价。
略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">（二）有意参与竞买者应登录广东省公共资源交易平台网上交易系统（网址：网址:(略略略)）进行，按规定的操作程序参加网上拍卖出让活动。
略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">（三）本次出让地块的所有款项以人民币结算并支付。
略略略略略in; text-align: justify; hyphenate: auto; font-family: 仿宋; ">（四）本次国有建设用地使用权网上拍卖出让实行资格后置审查制度。即竞买申请人在网上交易系统按规定提交竞买申请并在规定时间内缴纳了竞买保证金后，系统将自动默认竞买申请人的竞买资格，受托人只对网上交易的竞得人进行资格审查。如因竞得人的资格审查未通过造成本次出让地块不成交的，由竞得人自行承担相应的法律责任。
