略略略略略; text-indent: 0pt; font-family:;" inter-ideograph;"="" ideograph-numeric;="" 12pt;="" roman";="" new="" times="">略略略略略（1）本次招标要求投标人应是在中华人民共和国境内***的具有独立法人资格的企业及其他组织，须同时具备相关部门核发的市政公用工程施工总承包二级（含二级）及以上资质和环保工程专业承包贰级（含贰级）及以上资质，具有有效的企业法人营业执照、安全生产许可证、基本存款账户信息，并在人员、设备、资金等方面具有相应的施工及履约能力。

略略略略略; text-indent: 0pt; font-family:;" inter-ideograph;"="" ideograph-numeric;="" 12pt;="" roman";="" new="" times="">（2）项目负责人要求:潜在投标人拟派项目经理需具备市政公用工程专业贰级（及以上）***建造师执业资格证书，同时具备有效的安全生产考核合格证书（B证），并具有近3个月（2023年12月-2024年2月）连续在本企业缴费的职工基本养老保险证明（注：中华人民共和国住房和城乡建设部办公厅颁发的《住房和城乡建设部办公厅关于做好工程建设领域专业技术人员职业资格“挂证”等违法违规行为专项整治工作的补充通知》（建办市函〔2019〕92号）的“六类人员”除外，退休人员提供退休证并附双方签订劳动合同），须未担任其他任何在施建设工程项目的项目经理。

略略略略略; text-indent: 0pt; font-family:;" inter-ideograph;"="" ideograph-numeric;="" 12pt;="" roman";="" new="" times="">（3）项目管理机构人员要求：须按照《黑龙江省房屋建筑和市政基础设施工程施工现场管理人员配备管理办法》的通知（黑建规〔2023〕2号）文件规定配备项目管理机构人员：项目负责人1人，技术负责人1人，施工员1人，安全员1人，质量员1人，标准员1人，材料员1人，机械员1人，劳务员1人，资料员1人。技术负责人具备相关专业中级及以上职称，施工员及质量管理员具备岗位证书，安全管理人员具备安全生产考核合格证C证。须未担任其他在建工程项目的项目管理机构人员，投标人也可以根据项目管理需要增加岗位及人员。

略略略略略pt;"="">投标人登录后在招标公告中选择要投标的项目，点击投标准备，填写相关信息进行确认投标。然后在我的项目中选择相应的项目选择项目流程，选择办理电子保函按钮根据提示进行电子保函办理，并以系统查询到的电子保函作为保证金鉴收的依据。

略略略略略pt;"="">投标人在交易平台中选择以现金方式提交交易保证金。在线自行选择提交保证金的银行，获取参与本次投标的随机子账户，在招标文件规定的保证金提交截止时间之前，以电汇方式将保证金足额汇入黑龙江省公共资源交易平台对接的银行中（须从投标人基本账户转出）。

略略略略略pt;"="">中标公示结束后，如未收到投标人或行政主管部门关于项目存在投诉的书面通知，由招标人/招标代理机构在交易平台点击保证金退回申请。如收到书面通知，应当暂停投标保证金退还。招标人与中标人签订合同后，应于5日内将合同的主要内容在“黑龙江公共资源交易网”登记，并及时退还中标人的投标保证金。保证金缴纳及退还时发生的跨行手续费，由投标人承担。具体操作详见“黑龙江公共资源交易网''中的《服务指南》黑龙江省公共资源交易平台电子保函-操作手册、黑龙江省公共资源交易平台工程建设-工作台-投标人操作手册及设投标人操作视频。
