略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 24pt; line-height: 略略略略略pt;">19.竞得人必须在土地挂牌出让成交之日起7个工作日内与贺州市自然资源局签订《国有建设用地使用权出让合同》，土地出让成交价款在合同签订后30天内一次性缴清。
略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 24pt; line-height: 略略略略略pt;">20.开工建设前，竞得人须自行办理项目审批（核准、备案）手续，所建设的项目必须符合国家产业政策与供地政策。
略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 24pt; line-height: 29pt;">21.开工建设前，竞得人须自行办理环境影响评价及相关环保审批手续，并按要求落实各项环保措施。
略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 略略略略略pt; line-height: 29pt;">该地块挂牌起始价为人民币1200万元，竞买保证金为人民币1200万元，每次增价幅度为不低于人民币50万元（超过50万元的以50万元的整数倍增加，挂牌期间可根据竞买人竞价情况对加价幅度进行调整）。

略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 24pt; line-height: 29pt;">中华人民共和国境内外的自然人、法人和其他组织，除法律、法规另有规定外，均可申请参加。竞买人可以单独申请，也可以联合申请。竞买人申请应具备的其他条件：

略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 24pt; line-height: 29pt;">2.存在伪造公文骗取用地和非法倒卖土地等犯罪行为的；

略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 24pt; line-height: 29pt;">（二）竞买人参加挂牌出让时，除提供有效身份证明文件、缴纳竞买保证金外，还应提交不存在上述行为以及竞买（投标）保证金不属于银行贷款、股东借款、转贷和募集资金的承诺书，商业金融机构的资信证明。

略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 24pt; line-height: 29pt;">三、本次国有土地使用权挂牌出让以网上报价最高且不低于底价者为国有土地使用权竞得人的原则确定竞得人。
略略略略略pt; text-align: justify; font-family: "Times New Roman"; text-indent: 24pt; line-height: 29pt;">四、本次挂牌出让的详细资料和具体要求，见挂牌出让文件。竞买人可于2024年4月19日至2024年5月8日到全国公共资源交易平台（广西·贺州）（以下简称“网上交易系统”，网址：http://ggzy.jgswj.gxzf.gov.cn/hzggzy/）获取挂牌出让文件。
五、竞买人可于2024年4月19日至2024年5月8日到全国公共资源交易平台（广西·贺州）（http://ggzy.jgswj.gxzf.gov.cn/hzggzy/）提交书面申请。交纳竞买保证金的截止时间为2024年5月8日17时00分前以银行转账方式（不收取现金）汇入网上交易系统提供的竞买保证金账户或贺州市公共资源交易中心账户（详见第八条）（以到账时间为准）。经审核，竞买人按规定交纳竞买保证金，具备申请条件的，将在 2024年5月9日09时30分前确认其竞买资格（竞买人须在该时间之前进行一次有效报价后，方可获得网上限时竞价询问资格）。

竞买人逾期提交竞买申请、挂牌报价的，贺州市公共资源交易中心不予受理。本次挂牌活动不接受电话、传真、邮寄或口头申请等竞买。

（二）竞买人须于2024年4月19日至2024年5月8日凭数字证书登录网上交易系统提交报名申请并交纳竞买保证金，竞买保证金必须在2024年5月8日（报名截止日）17时00分前以银行转账方式（不收取现金）汇入网上交易系统提供的竞买保证金账户或贺州市公共资源交易中心账户（详见第八条）（以到账时间为准）。本期出让活动挂牌报价时间为2024年4月29日00时00分至 2024年5月9日10时00分。注：以上的时间以网上交易系统提示时间为准）。
