注：“江西飞行学院互联网专线项目”共计2个包；供应商可以选择投一个或多个包，但只允许中一个包。评审小组按包号从略略略-略略略略略略依次进行评审。采购人根据评审小组的评审结果，按最终报价由低到高的排序确定成交候选供应商，如出现同一供应商在2个包中排序第一时，则按照评审顺序确定其成交包号，02包由该包排序第二供应商替补第一位，依次类推。 |

本项目不接受联合体。
二、供应商的资格条件：
1.满足以下规定：
（1）具有独立承担民事责任的能力；
（2）具有良好的商业信誉和健全的财务会计制度；
（3）具有履行合同所必需的设备和专业技术能力；
（4）有依法缴纳税收和社会保障资金的良好记录；
（5）参加本次采购活动前三年内,在经营活动中没有重大违法记录；
（6）法律、行政法规规定的其他条件。
2.单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的采购活动；
3.为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商不得参加本项目的采购活动；
4.供应商被“信用中国”网站列入失信被执行人和重大税收违法案件当事人名单的、被“中国政府采购网”网站列入政府采购严重违法失信行为记录名单（处罚期限尚未届满的），不得参加本项目的采购活动。
5.本项目的特定资格： 无
三、获取谈判文件
1.时间：2024年3月21日至2024年3月25日，每天上午9点00分至12点00分, 下午14点00分至17点00分（北京时间，法定节假日除外）。
2.地点：江西省鼎跃招标咨询有限公司（江西省南昌市红谷滩区嘉言路668号用友产业园二期1号科研楼BC区4楼）。
3.方式：现场或线上
（1）采用现场获取谈判文件时需提交的资料：营业执照复印件加盖公章、法定代表人授权书原件、授权人及被授权人身份证正反面复印件；
（3）谈判文件售价：每份0元，售后不退。
如未按上述要求导致获取谈判文件不成功的后果，由供应商自行承担。
四、响应文件提交
1.提交截止时间：2024年3月28日 09点30分（北京时间）。
2.提交地点：江西省鼎跃招标咨询有限公司（江西省南昌市红谷滩区嘉言路668号用友产业园二期1号科研楼BC区4楼 ）开标室(一)，届时请供应商的法定代表人或经正式授权的代表出席采购活动，签到时间以提交响应文件时间为准。
五、谈判时间及地点
1.时间：2024年3月28日09点30分（北京时间）。
2.地点：江西省鼎跃招标咨询有限公司（江西省南昌市红谷滩区嘉言路668号用友产业园二期1号科研楼BC区4楼 ）开标室(一)。
六、公告期限
自本公告发布之日起3个工作日。
七、其他补充事宜
1.谈判保证金应于谈判时间之前递交，具体要求详见本项目谈判文件。
2.采购代理服务费由成交供应商支付，具体要求详见本项目谈判文件。
